Building Inspector and Code Enforcement Officer

Antis Township is accepting applications for the position of Building Inspector and Code Enforcement Officer. Applications will be accepted until the position is filled, but the first round of interviews is planned for the week of November 15th. Applicants hoping to be included in that first round should have materials submitted by the end of business on November 10th. 

Job Description

Nature of work: This is an administrative, technical and enforcement position involving:

  • Oversight and administration of building and property permitting and inspections
  • Assistance with subdivision and land development reviews
  • The enforcement of various township code and land regulations
  • Other related work as applicant’s training and experience may allow

Supervision: Work is performed under the general supervision of the Township Environmental Director and/or the Township Manager.  The Building Inspector and Code Enforcement Officer also exercises considerable independent judgment and discretion in the performance of his duties. Work is reviewed through reports, discussions and results achieved.

Essential Duties and Responsibilities: Duties and responsibilities of the Code Enforcement Office include, but will not be limited, to the following:

  • Maintain all records in the Inspection and Code Enforcement Office
  • Provide assistance to the public
  • Issue permits
  • Perform required inspections
  • Investigate related complaints and violations
  • Issue violation notices as necessary
  • Prosecute violations
  • Complete all reports as required
  • Document all official actions and determinations
  • Maintain an accurate record of work hours and office expenses
  • Maintain required certifications
  • Provide administrative support to Planning Commission and related township committees
  • Assist in preparation of ordinance amendments
  • Complete other related tasks as directed

Requirements of Work:

The following knowledge and abilities are required to perform the work of the Code Enforcement Officer:

  • Considerable knowledge of approved methods and materials used in building construction.
  • Considerable knowledge of local, state, and federal rules, regulations, ordinances and laws governing building construction, land use.
  • Considerable knowledge of planning principles and plan review methods.
  • The ability to analyze and interpret complex construction plans and specifications.
  • The ability to deal with the public firmly and courteously under adverse or strained conditions.
  • The ability to maintain records and prepare reports.
  • The ability to recognize codes violations and to take appropriate enforcement action.
  • The ability to communicate well both orally and in writing.

Education and Experience

Education and Certifications: The following educational experience and certifications are preferred to perform the described work:

  • A college degree in building construction, planning or other related field.
  • Work experience in the field of construction, planning or code enforcement.
  • Certification in all the appropriate construction categories included in the Uniform Construction Code (UCC).

Those without a college degree or extensive inspection training will be considered if other qualifications, training and experience would still make them well-qualified to fulfill the job responsibilities. This would also allow for individuals who could complete necessary inspection training/certification in a reasonable period of time after hiring.

Personal Qualifications: The following personal qualifications are required to perform the work:

  • Be at least 18 years of age
  • Be a full-time resident of Pennsylvania
  • Be a U.S. citizen
  • Possess a valid Commonwealth of Pennsylvania driver’s
  • Have the physical ability to carry out the inspection and administrative duties of the office
