Fifth Street Park got a facelift in Summer 2023, thanks to a Community Partnership Grant from the Pennsylvania Department of Conservation and Natural Resources. Phase one of the improvements included a new natural play area, fencing, shade trees, a parking area and a new lawn for passive recreation and sports practices.

The park is dedicated to the memory of Bellwood native Whitey Stephens, who was killed in action in Binh Duong, South Vietnam in 1967. Captain Stephens distinguished himself by gallantry in action while serving as Commanding Officer, Troop L, 3rd Squadron, 11th Armored Cavalry Regiment. Always a leader, Stephens was president of his 1960 class at Bellwood-Antis High School. He was an excellent football player, a member of the National Honor Society and continued his academic pursuits at Western Maryland College before enlisting in 1966.
